Constipation/withholding/movicol

Looking for any advice please. DS (almost 3) has suffered with constipation since around 12 months - withholding and distress rather than hard poos.
Ended up with faecal impaction in November, had an enema at hospital then ended up on 4 Movicol a day which it what it took to make him poo but it’s like gravy.
Now trying to reduce it. Successfully got onto 2 per day for a few weeks and now he’s massively regressed in the past week or two. Going several days between poos. Today had a Horrible day of withholding, crying, and finally a (soft) poo. Think we’re going to have to go back up to 3 a day which is frustrating!
Just after any advice of how to help him really, he’s not potty trained yet and I can’t see how we can do that at the mo (and he’s not interested at all), but would like to work towards it at some stage!
