Blister formed on healed wound

My 7 yo fell off her bike a month or so ago. She had a nasty scrape/graze on her elbow that took a while to heal but is now more or less healed - the skin is still quite red. Just now I noticed a blister has formed on the healed skin. Looks like a friction blister but i don't know how you would get a friction blister there.

Should I be worried? It doesn't hurt. I've treated the injury myself when it happened.

This happened to my son about 6 weeks after a big scrape on his elbow. Saw GP who did a swab and it was infected. Improved with antibiotics but he has a keloid scar there 3 years later.
