Antibiotic eye drops help

My poor ds (2 years 5 months) has had a bad time of it lately. He had a suspected chest infection and was prescribed antibiotics to clear it up. He took them no problem.
However he now has conjunctivitis, and has antibiotic eye drops.
We were advised to clean his eyes when necessary using water, during which he screams. He seems to prefer them cleaned without water. And the drops are even worse. He squeezes his eyes closed and screams even more.
I wondered if anyone had any advice on the best way to do this?
Do we have to use water or can we just clean them dry?
Also what is the best way to give him the drops? (He's had them before but he was really young at the time, so he just laid on his changing mat and didn't even cry). I hate him getting so upset but I have to use the drops. It's every 2 hours for 2 days, then every 4 hours for a further 3 days, only during the day luckily.
We never usually have a problem getting him to take medicine or anything, but this is unbearable. Any advice appreciated. Thank you.
