Walking on her toes

DD is nearly 2 and a half and spends a fair amount of time walking on her toes.
She can walk with her heels down so I'm sure it's a choice/habit rather than a phyiscal issue preventing her walking normally, but I don't want it to start causing an issue with tight muscles if it carries on.

At what age would this be seen as an issue if it continues?

Any suggestions on how to get her to walk using her whole foot?

I do prompt her when I notice it, especially when out as she's more likely to fall over while doing it, but I don't want to make a big thing of it and it become a game or something she knows will get a reaction if that makes sense.
