Looks similar to when I had ribgworm. A pharmacist identified mine and cream sorted it out.

It looks like highlighter pen! Must just be the light but is there any possibility that she's leant on something? Have you tired washing it off?

Yes it doesn't come off. My DH thought the same but it wasn't there at bed time

Doesn't look rough enough. Is it raised at all? If not, I don't think it is. Fungal infections are a bit raised and rough.

Ringworm is a circle with a line tailing off it.Very itchy.Looks like your photo.Fungal cream from the chemist will zap it quickly.
