Anger issues with SCD DD

My Dd2 (13) has Social Communication Disorder. Life was a struggle when she was at Nursery school, improved a bit during Primary and seems to have levelled out now she's in Secondary school. She has a small group of friends and has even been invited to sleepovers and weekends away, something I thought would never happen.

The problem is she her temper seems to be getting worse. She get frustrated over the smallest of things, throws objects about, screeches and stamps her feet but the worst of it seem directed towards her older sister. Last night she hit her in the face with her phone charger and she has a big lump on her forehead.

I am unsure how to go about dealing with this, I am currently with-holding privileges such as mobile phone/computer time as punishment for hurting Dd1 but to me this is treating the symptoms not the cause. I have tried soothing and calming her down during these episodes but this only seems to make her angrier!! If anyone has any advice I would be extremely grateful.
