Any idea what these could be on 3 yo DS? Just on upper arms and back of neck, they're itchy.

Looks like eczema or an allergic reaction

I have used sunscreen but that was a couple of days ago. He does also have eczema but never in those places and not like that.
I've put some hydrocortisone on it.
His baby sister has been spiking high temps the last couple of days, but no rash.

Possible he got a bit hot and sweaty which can cause a rash too.

Has he been wearing polo shirt style clothes with the collar bit and tighter fitting bit at the arms?

No, he had a long sleeved tshirt on all day yesterday.
I have changed washing detergent recntly I wonder if that's it

Quite possibly. I'd put everything on am extra rinse and see how it goes.

I have a dd with eczema quite often she's got a rash for no apparent reason
