Baby teething rash or eczema?

Not a great pic of my dd but she has this rash on her face. She's had it for more than a month now. It's all the way up to her eyes so I don't know if it could be a teething rash?
Any clues or advice?

My Sons face looks exactly like this and i can't figure it out! I have changed sheets laundry detergent etc... I looked today and he has his first tooth cutting through. I am assuming this is what it is. Did you ever find out? Or did it go away?
