4yo ds chewing fingers until they bleed

I'm really at a loss ds has always chewed his nails but now he's started on the sides and pads of his fingers. He's made 3 fingers and both thumbs sore and bleed.
I know it's nerves as he is extra sensitive
Is there anything I can do? Gp is convinced it's a habit he'll grow out of but I'm not convinced.
We've had a lot of stress at home. House move ds2 and dd were born a year apart and their dad has been on trial for rape and we've been on and out of refuge and friends houses while under police protection.

Perhaps a soft toy he could chew/suck on?
Or maybe bizzare idea a teething toy?
