Has this only just been picked up. Many divergent squints are intermittent so if it is very well controlled most of the time it might not be noticed at home but be picked up during an eye test.Exotropia usually appears before this age so a new squint at the age of 10 would be more concerning, your optician should be referring you. With a bit more info, can give you more specific advice. (Am an orthoptist)

I met with specialist in 2010 and with optician in 2012 and it was no big issue then however she has a head tilt to compensate now and I felt terrible when he pointed it out. She has had it for years recently it has become more pronounced

It depends if she is getting related symptoms whether treatment is needed. If it is causing her problems she may get double vision when the squint is there or get what are called asthenopic symptoms (eye strain and headaches). If you are worried ask to see an Orthoptist and ophthalmologist for further advice, if it is longstanding it is much less worrying. Not sure why your optician is suggesting a private referral of course you can go down that route if you prefer. Squintclinic.com is a good source of info and I recommend it to my patients.
