Delayed speech in one twin

My twins boys will turn 3 next month and they will be starting nursery in September. I've noticed one of my twins is really struggling to say words and have a conversation with me. My other twin can hold a conversation and asks me lots of questions. Would you refer to the local health visitor or go straight to a private speech therapist?

Lots of singing poems and one on one conversations. Mine were the same and by 5 they were the same. It could be a birth order thing or personality type. We read Dr Suess to them which they loved .
