is this normal on baby?

My baby is 18 weeks old, he has had this tuff of hair and sort of birthmark since birth, none of my other children had this.
Just wondering if this is normal to have this? Sorry if the picture is not great so maye hard to see.

Yes, normal and no need to worry. Was he a little early by any chance? I think if your baby is more than say 3 or 4 weeks early its more likely to happen. Will fall out, no probe, don't fret.
