DD (4) hands.

They've been slightly dry for a few weeks but now red, sore and scaly

Never had excema before

I'd be more inclined to think contact dermatitis. I'd use hydrocortisone cream (depending on age) and some piriton, as well as slapping on moisturiser as long as she is well apart from the hands. No joy after that it's GP job I think.
