Eczema under the hair

My 2yo DS has eczema and it's now appeared under his hair in the form of big red bumps which he is constantly scratching. I have dolloped some E45 cream on the hair and rubbed it in as best I can but does anyone have any better solutions?

Oilatum shampoo. We get it on prescription but you can buy it. It's what our dermatologist recommended and it works well

I didn't think E45 was very good for eczema, only I can't remember why.
