Red dry skin 19mo face

My DD has always had very red, dry cheeks which flares up badly sometimes but is always present. It's not teeth related. In the last month or two she also has a dry patch by her mouth about the size of a penny. I'm getting really frustrated as I cannot find a thing to help clear it. GP has tried a few things but no joy. Any tips from those with a similar experience?

Hiya, just a few questions....How old is your DD? is it itchy at all? What things did the GP try?

Sorry for the very late reply. She is 19mo, it doesn't seem to be itchy but very red and dry. I have tried e45, aveeno and zerobase from the doctor, as well as a mild steroid cream subscribed by the gp which made it worse.
