Hair twirling

My 4yr old daughter plays with he hair when tired and it breaks off. We have had to cut it short as it was broken in parts, she is upset as her twin sister can have pony tail etc. any ideas how to stop this, she is very good and we have tried talking to her but she still continues. I wouldn't mind but worried about her starting school and getting upset.

What about wearing a necklace or bracelet she could play with instead of her hair? Or a fiddle toy or stress ball to keep her hands occupied when she would usually be playing with her hair?
