Mouth ulcer in 5mo?

I saw what looks like an ulcer in my DD's mouth today. She is 5mo. Definitely not a tooth. Do babies get mouth ulcers? What does it mean if so? In adults / children I always think of them as a sign of being run down or a virus. Is this the same? Or is it related to her 3rd vaccinations this week?
