toddler clothes sucking - any advice?

My 3yr old ds sucks his clothes - cuffs, collar. It seems to be when he is anxious/shy. He does have a dummy, which I am trying to reduce. Would I be better letting him have that more? Any advice - I'm guessing/hopeing he will grow out of it. Anything I can do?

my sister did a version of it, corner of pillowcase. she grew out of it.

dummies are bad for teeth/gum development, but chewing on clothes looks yuck and damages them, so tricky.....

I'd let him have some muslin squares to chew on instead, if he must, but make sure to change them regularly, so he doesn't have a tantrum if "the one" gets washed or lost.

DS2 does this and it drives me daft. He doesn't just suck his clothes but used to bite them too. When he chewed through the sleeve of his favourite top I made him help me throw it out. Since then he hasn't chewed his clothes although he does still suck them. One of his friends does it too and I think they copy each other.
