teething issues. could gums get infected in one year old?

My one year old has only 4 teeth. But the top two seem to be stuck. I know this sounds silly on its own but they are half way down and have been so for weeks. The gums surrounding these two top teeth are swollen and just look wrong. it just seems odd that teeth stay half in/half out...

is this normal? could there be a problem? the gums look horrible on top...
any advice...
