Recurring cough in 3 year old

My poor DS has a terrible hacking cough and it's about his sixth this winter.

His twin brother and I have a slight head cold but even this in DT1 always turns into a really nasty cough. It upsets him, and not much does so I hate seeing him ill like this.

We've been to Dr a few times about this. One said it was asthma and gave an inhaler (he was very good about taking it but it made no difference)
One said it was croup and prescribed steroids but it got better before we started taking them.
One said it was a chest infection and prescribed antibiotics, again it got better by itself.
And another has said it is just a weakness in his chest :(

He has a good appetite and is very active even in these coughing weeks.

Does this sound familiar to anyone? Any ideas to make him more comfortable and to get rid of the cough?

My friends 4 year old has similar she's had X-rays and allsorts and they can't find anything. As much as possible she keeps her indoors when it's really cold and wraps her up really well with a scarf when she has to go out but she's not found any particular thing to cure it.
