Decongestant for 11 month old

My DS is really blocked up at night. He keeps waking and crying. I've been sitting him up for a bit, giving him water and he'll fall back to sleep, but then wake again. What can I give him to help him breathe more easily?

saline nasal spray, plug in vaporiser, olbas oil/karvol on a hanky in the room, vapour rub on his chest are all options. There is not much else you get for this age group as oral decongestants arent suitable for under 6 years.
