Permanently congested 7 month old

My 7mo ds is permanently congested, worse at night. I use saline drops every day but he's still always snotty. Last night he was snoring!

Does this sound like an allergy? Is it worth going to the gp? Or are all babies this snotty?!

Humidifier,helps to reduce dryness in the room which will moisten his airways reducing the snoring and congestion and can be left on safely through the night.
