3 yo red swollen nipples?

I noticed this morning that both of my 3 yr old daughters nipples were red and swollen and kind of hard.. Has anyone had experience with this? :S

Hi there, My little cousin (shes 17 now) had this as a toddler. The doctor said it is her breast buds developing. Her breasts started growing at age 11 ish and she has a very full bust now. It isnt anything to worry about, she wasnt given any medication or anything. (although I myself was very young then)
