Infection or nothing to worry about?

My 9 month old has had a nasty cold for over a week and that has meant a night of little sleep. I thought she was getting better as her nose isn't constantly streaming but it now seems to have moved to her chest, she's wheezing and stillcstruggling to sleep. Could it be turning in to a chest infection-should I go to the docs or just accept she's got a cold and ride it out?
