1m old - eczema or hormone spots??

For the last few days DD has had really bad skin, her face, scalp, neck (front & back), behind ears and top of chest are covered in little bumps and spots, some areas/spots are redder than others, some bumps have little heads, possibly blisters? In parts - particularly back of her neck and behind her ears it looks more like a rash. There is hardly any of her skin in those areas that isn't bumpy, although not all red.

Had been treating it as hormone spots, just washing with water twice a day but someone suggested it may be eczema. Now I'm all confused!

Anyone's DCs had similar and it either was or wasn't eczema??

sounds like she is getting seborrheic eczema
