Milk allergy in 19 month old

Still sufferring from sleepless nights with DD3 but through the haze just thought she may have a milk allergy/intolerance. She was exclusively BF until 14 months old and since then consistently refuses milk. She will only drink weak juice from Tommee Tippee beaker nothing else. On holiday she had a dry sandpaper feel eczema like rash all over her but we thought it was due to sand or suncream. On return she stared having cereal with milk at breakfast and since has very loose frequent bowel motions up to 4 times a day. Just wondereing if anyone knows if these are the symptoms and how to get her checked properly. Thanks.
