Peeling Baby's Bottom

Hello,
My 5month old has a peeling bottom. It looked perfectly normal (i.e. no visible nappy rash) until this morning when the skin was dry to touch and then started peeling off. Its not bright red or bleeding. Its simply dead skin peeling off.
Does anyone know what causes this? Is it a weird form of nappy rash? Its the second time she's had it (the last time I took her swimming in chlorinated water with sudacream on her bottom so assumed the zinc oxide had reacted with the chlorine). It lasts approximately two days and then disappears again. I make sure the nappy is changed frequently and her bottom is wiped clean and is dry. I also use a little petroleum jelly (e.g. vaseline). She's not yet on any solids.
any help/advice is apprecaited.
