How do you find out if your local PCT will fund a procedure?

Long story but basically DS(4 weeks) has tongue tie and local policy is to do nothing about it Angry beyond offering me 'support' and 'monitoring the situation'. This is despite NICE guidelines saying division should be offered if it is causing any feeding difficulties.

Anyway I have found out that in a neighbouring area, the children's hospital does treat TT and will accept referrals from MWs, HVs and GPs. GP unwilling to refer (due to 'local policy') but my HV has agreed to write the referral but they also require 'written confirmation that the PCT will fund the procedure'.

How do I find that out?

Or is it likely that if they won't do it here they also won't pay for it to be done elsewhere?
