Hairy shoulders on a 3 yr old?

fair-haired, no noticeable body hair elsewhere... eyebrows still sparse and hair on head slow growing.

But fuzzy shoulders, as in noticeably fuzzy especially when seen at an angle.

Is this normal or a sign of some underlying condition?

My DD had this problem. She was lactose intolerant and underweight. This was her bodies way of keeping warm.
