Captain Underpants/Astrosaurs/Beast Quest all seem to be very popular at the bottom end of your age range.

Also maybe non-fiction - tend to have less words per page without being 'babyish' IYSWIM. There are loads of good ones out there if you look around, Usborne have some good series but they're not the only ones.
