Sophie and the New Baby by the Anholts. Probably more suitable if he is an older 3 than a younger 3!

Second There's a House Inside My Mummy.

We just got (literally today) Hello Baby and Our Water Baby, cos we're planning a home/water birth. DD is 3 next month, and has just requested Hello Baby 4 times in a row at bedtime and cried when she realised she'd have to wait until tomorrow to have it again. Not sure if that's a good sign or not!

It's quite detailed (shows mummy nudity, the placenta etc), shows older kids being there at the birth, and is really quite emotional (well, I had to stop a couple of times to gather myself) so I recommend reading it yourself first to check suitability!

I got There's A House Inside My Mummy for my ds1 too. He was only 18 months when the baby was due, so started reading it everyday from when he was about 15/16 months.
It is such a sweet book, and kept making me cry.
