Most publishers are only open to submissions from agents.

The Children's Writers' and Artists' Yearbook has a comprehensive list of publishers and agents.

You really need to do your own research on this though, to make sure you're submitting to agents or publishers that are open to books in your genre.

One alternative to using an agent as the mandated avenue to reputable publishers is the annual competition run by Chicken House https://www.chickenhousebooks.com/submissions/

Definitely invest in this if you can! Or as PP says you can probably get it in your local library, although it may not be the most up to date one.
