Does anyone remember this book?

I read a book as a pre-teen that I enjoyed and I'm trying to find it; Google isn't helpful as I don't remember the title.

I got it from the school library (Northern Ireland) which would have been early 90s. Set in working class England, 20th century. Protagonists were two girls, I think one was called Joyce. 'Joyce' developed earlier than the other girl and there was a swimsuit question from the other, 'are those falsies?'

They set up a baking business called Have your Cake.

I know it's quite vague, but does that ring any bells?

That sounds a bit like Angus, thongs and full frontal snogging, but the lead is called Georgia not Joyce?

Joan Lingard? I have a vague memory of something like this in The Gooseberry.
