80s book balloon ride

Wondering if anyone can help, about 30 years ago, possibly more, I had a children's book about a balloon ride. In the story it was someone's birthday and they went on a hot air balloon ride, I think a bird made a hole in the balloon and they floated down using the woman's umbrella, I'm sure the man was a captain or something. I remember the line "what goes up, must come down" can anyone remember the name of this book, or even just remember reading it? All suggestions and ideas welcome, than you x

It could possibly be Professor Branestawm? That has the professor, who is always inventing things (and I feel may have invented a hot air balloon in one of the stories). He had a friend who was a colonel, and a long-suffering housekeeper. I think they are older than 80s, not sure exactly when they were written.
