Help me find this children's book?

When I was little (maybe 89-92?) I had a book where some people find a nice patch of grass.

They start off adding fences and then houses and stuff, and basically it turns into this massive roaring city.

At the end they find a new piece of grass and decide to leave it "just as it is".

It was beautifully illustrated and I loved it. No idea what it was called or who it was by.

Isn't there a specific board for book geniuses? Mumsnet identified the Stark Sisters for me on it. It was an extraordinary feat of deduction from my description, as well.
