Would she read non-fiction instead? My 9 yo Ds is a good but reluctant reader. He'll read things like the Guinness Book of Records or Horrible Histories or atlases or Gross Science books. I've given up on fiction, it was a losing battle.

Mine is loving First News...published and delivered every Friday. Better than nothing -though I am tiring of her asking how I am going to vote in the referendum. She knows more about it than me!
I struggle to get her interested in any books though she is meandering through the first Ali Sparkes Shape Shifter book at a very leisurely pace. Her brother started on book one again straight after he had read the last one so they must be good!

Anything by Eva Ibotson (SP?) would be good. Star of Kazan, Dragonfly Pool.

Also try Lauren St John - she did 1 dollar horse and then has also written some other fab books which both my 9 year old and 12 yr old like.
Depending on ability - things like Neverending Story or Northern Lights are also excellent - albeit long.

Lauren Child's Ruby Redfort books about a girl codebreaker/spy worth a look
Mine went through a Nancy Drew stage, courtesy of Grandad sourcing a load in a second hand book shop
How about graphic novels? Our library has quite a collection, my 11yo DD moved on to Agatha Christie after reading a graphic/comic book version of one!
