DD (4) has just started really liking 'Fox in Socks'
Shirley Hughes stuff like 'Dogger'
Mick Inkpen stuff is funny (although I don't like the Wibbly Pig stuff much).

Mine used to love 'The Dog That Dug' and 'The Cat That Scratched' at that age. Also the one about the duck - forgotten the name, sorry. They loved the rhyming text and all the detailed illustrations.

Also Jane Hissey's books if that's their sort of thing. Old Bear, Jolly Tall, Little Bear's Trousers, etc. I hope they're still in print.

Dogger - fantastic book. I once 'met' the real Dogger at an exhibition of Shirley Hughes's artwork - very moving Blush

Dd is 5 and loves all of the Funnybones, You Choose, Mr Pusskins, Dr Seuss, don't let the pigeon drive the bus, all of Nick Sherratt and some of Julia Donaldson.
