Have you been asked for your advice?
Why not introduce her to the teens reading challenge at the library?

Agree with vivid, it can be awkard if you haven't actually been asked for your advice.

How about the twilight series? My bf's DD is 10 and reads these.

If she finds reading tricky try Barrington Stoke maybe? They can be like a step to other books because, like you say, not reading can result in not being the best reader, so before they launch into something pretty long and involved (e.g. Twilight) you can try something a bit short and easy to read? I thought these maybe looked like options:
www.amazon.co.uk/Candy-Girl-Karen-McCombie/dp/1842998757/ref=sr_1_1?s=books&ie=UTF8&qid=1312286236&sr=1-1
www.amazon.co.uk/Text-Game-Kate-Cann/dp/1842991485/ref=sr_1_1?s=books&ie=UTF8&qid=1312286313&sr=1-1

Hope that's a help!

If she likes tv and movies, I expect she'll like this (my kids thought it was brilliant):
