I think the word you were looking for was repealed, though I think a few people are repelled by the new interpretation by OFSTED of reward, and that is the problem OFSTED's interpretation, not the legislation.

DIOM - I don't think that it is a new interpretation of reward - I registered as a CM in 2000 (no longer CMing), and a bottle of wine or reciprocal childcare was certainly explained to me then as 'reward'
