17 to be counted as an extra staff member for ratio purposes.

16 if just an extra pair of hands.

I had a 16yr old assistant from a few months before she was 17. For those few months before her 17th I trained her and helped her get used to the job.

Then, when she turned 17, I was able to increase the number of children we cared for.

My own dds were registered as assistants when they were 16, but this was about 5 years ago, so perhaps it's different now. It was all printed out very clearly on my registration certificate (and that I was allowed to increase the number of mindees I had).
