Do nurseries and childcare settings still claim the full 30 hour funding even if it's not all used by the parents?

Well it's not flexible ie if you pick up an hour early then we still get it at its contacted. However if you just do 2 days of 10 hours each every week then they will only claim for 20 hours. You should have to sign the privacy notice every term which states how many hours per week you are claiming for at that setting.

No they are only allowed to claim for what the parent is using. So for example parents using 20 hours the provider can only claim 20 hours. if parent picks up early on odd day they don’t get to bank those hours they are lost.

They shouldn’t no, but in my experience some do. Particularly large nursery settings where it is less likely to be picked up.
