All I can say is I was in shared ownership house before this - paid 45% mortgage and 55% rent to council. They had same rule about businesses but I wrote and asked about the childminding and they agreed.

When you write to them put it in a way that makes them think....humm childcare on the doorstep is bound to encourage people out to work therefore your neighbours are more likely to pay their rent = win win situation!
