Au pairs

Conversation with a friend, they are planning to employ an au pair. Au Pair is from the UK, although a different town so will move in with family. Au Pair will do sole childcare for a baby 3 days per week (apparently has lots of childcare experience). I thought au pairs had to be from abroad here for cultural exchange and were supposed to do some babysitting and school pickups, is this sort of arrangement common? Feel like they are being exploitative of the au pair if not paying minimum wage and providing employment protections etc
