has anyone come across this? Technically they are EU citizen (at least for the next 8 weeks!) and would meet the other HMRC requirements (other than cultural exchange) but Im not sure its allowed?

Would you not need to pay minimum wage if they are not part of a cultural exchange? Surely they would be more like a mother's help?

I think you're on slightly shaky grounds too. I don't think a British au pair would satisfy most of the conditions needed by uk.gov to qualify as an au pair.
I would just pay minimum wage for the hours minus the accommodation offset, making sure you're under the £116 needed before you need to register as an employer.
