Tax free childcare - does it matter who claims?

I have just returned to work after being a SAHM for 3 years. I am now a higher rate taxpayer and my husband is a basic rate taxpayer.
Therefore, does it matter who actually applies for the tax free childcare account? Does it have to be declared on our annual self assessment?
Thank you for any advice! I’ve obviously googled but can’t seem to get a straight answer on this.

No it does not matter though I would start application with the person who will be mostly doing the administration as I think it only uses one login.

No it does not go on a self assessment.
