Does £15 ph gross for Surrey sound about right? It's only for three hours after school, only 2 days a week) and the kids are 7 and 9 so pretty self sufficient.

Parts of Surrey are more London these days and other parts are still quite rural, so I expect it will vary a bit. £15 sounds a bit high but how many hours per week is it? If it is just a couple of hours per day then you need to make it high to make it attractive to someone, as they will be limited in what other work they can do that day.

The OP actually says how many hours it is. 3 a day x2 days= 6 per week.
