I currently charge 2.50 per hour but would like to put my rates up to 2.60 per hour from February. Does anyone have any ideas about how to word this in a letter to parents?

I tend to say something along the lines of:
I have recently carried out my annual review of my charges and have decided that as from 1st Jan (or whatever date) that my hourly fees will be rising to £2.60 per hour.Therefore please sign & return the slip below in acknowledgment of the increase.
I then type a slip at the bottom of the letter saying
I....(name of parent) agree to the fee increase of 10p per hour for the care of ...(name of child) from ....(date)
Ensure that you give them enough notice, i.e. the notice period as per your contracts & that you get the slips back before implementing the fee increase. It is also worth reminding verbally them the week before the increase takes place. Otherwise you alter the contracts (both yours & the parents copies) and get the parents & yourself to sign against the amendments.
