If you look in one of your NCMA info books (you should have 3 relating to different things), the one relating to tax etc has a phone number in it and you just call them with all of your details and this will register your for NI as well.

I have 20 month and 3 month old boys and am thinking about training to be a reg childminder. How much can I expect to earn hourly?

really depends on where you are and how many children you are registered for minding. In London prices care as high as £6 or more per hour, but I have heard of much lower rates elsewhere around England
