Does the budget reduction in Employer's NICs cover employers of nannies?

Just wondering if we are going to save £2k in NICs for nanny or not? Sounds too good to be true, really.

No, because it is not a reduction in NIC's; businesses will be able to offset up to £2,000 of NICs against the tax they pay on profits.

Depending on exactly how this is implemented it may create a loophole for exploitation: I hope not.
