Claiming back NIC?!

Hello,

I only worked 10 weeks last tax year and earned less than 4k. I was wondering if I am able to claim back NIC?

pretty sure not - but you can claim back any tax you paid

Did you pay income tax? You can claim that back as soon as you stop working using form P50.

But National Insurance is different (assuming you are not self employed or a company director). It is worked out each time you are paid, not as a total over the year, so you cannot reclaim it.
